N.Y. Pols Push $1B Stem-Cell Bid

In a bid to catch up to California, Democratic lawmakers pitched a $1 billion stem-cell research plan yesterday.

Golden State voters signed off in November on $3 billion in funding for the potentially lifesaving research - a move that has left New York hospitals worried about losing their best and brightest scientists.

New York's proposal, sponsored by state Sen. David Paterson, would ask voters to okay a plan to issue $1 billion in bonds over 10 years to pay for research grants.

"Many, many jobs will be lost otherwise," he warned.

The Manhattan Democrat said he hopes Gov. Pataki, a Republican, puts the stem-cell proposal in his draft of the budget, slated to be released tomorrow.

State Sen. Liz Krueger (D-Manhattan), meanwhile, has reintroduced a bill that would impose strict guidelines on stem cell research in a bid to quiet critics who oppose the research on ethical grounds.

The bill would "literally outlaw" human cloning, she said.

A spokeswoman for Gov. Pataki declined comment.
