State Senator Liz Krueger Calls Upon Senate to Pass Bottle Bill and Other Important Business Before End of Session

 

Albany, NY State Senator Liz Krueger (D-Manhattan) applauded the State Assembly for passing the bottle bill yesterday. “New York's Returnable Container Act has been a resounding success in the twenty years since its initial passage by the state legislature in 1982,” said Senator Krueger.  “The Senate must join the Assembly in strengthening this important legislation by bringing it forward into the 21st century.”

 

The New York State Returnable Container Act of 1982, also known as the “bottle bill,” imposed a nickel deposit on beer and soda bottles, and cans.  Of course, times have changed since 1982 and Senator Krueger has called for an expansion of the returnable container universe to include sports drinks, bottled spring water and other non-carbonated beverages, which presently account for over 20 percent of the beverage market.  The bottle bill is widely considered to be one of the most successful pieces of New York State public policy ever written.  The statute has saved taxpayers and municipalities more than $300 million in landfill fees since 1983 and has diverted more than 5.2 million tons from our waste stream over the past 20 years.

 

Senator Krueger pointed to additional business that has yet to be addressed by the Legislature.  These include: Timothy’s Law; extending Kendra’s law; Rockefeller Drug Law reform; legislation to comply with the Help America Vote Act (HAVA); Article X Power Plant Siting legislation; MTA Oversight legislation; ethics reform; campaign finance reform; public authority reform; increased access to emergency contraception; repeal of the Urstadt law; Empire Zone reform; a downed animal ban; the Refund Anticipation Loan (RAL) act; Campaign for Fiscal Equity (CFE) legislation; and last, but not least procurement lobbying reform.

 

“While the legislative session has had its highlights thus far, everyone knows that the real action happens in the final week,” stated Senator Krueger.  “A myriad of important issues remain that have yet to be addressed.  I sincerely hope that Majority Leader Bruno will take these issues seriously and bring them to the floor for debate.”
